Multi-Platforming these Apps

I understand that some apps are only for some devices and not for all (iOS, Windows Phone, Android) etc.

Due to the percent of grade by Availability, These Apps might suffer greatly.

Is there a way for the winners to be announce without that affecting the judging process, but before recieving the reward, would be required to implement their apps for the other devices.

  Developers should consider developing a centralize web application and utilize the jquery mobile platform to make it available on the web, and for various mobile devices for the widest reach. Let's face it, if its only available on one or two devices, its not really reaching that many people.
